Job Description
Army Lt. Col. (P) Aaron Silver is the Deputy Program Manager for the Defense Health Information Management System Program Office. In this capacity, he assists the Program Manager with oversight of the development, deployment and sustainment of 27 product lines comprising the Department of Defense's electronic health record. He represents the Program Manager as the champion for program process improvement and quality management initiatives, helping to ensure high-quality products and repeatable procedures.
Professional Background
Prior to his role as Deputy Program Manager of DHIMS, Lt. Col. Silver (P) served as the DHIMS Chief of Staff. In this capacity, he was responsible for the daily business operations of the program office with a focus on process improvement and performance measures. He has extensive experience in requirements development processes; planning programming, budgeting and execution; and project management.
Lt. Col. (P) Silver's prior assignments include: Deputy Chief, Health Services Support Division, J-4 Logistics Directorate, Joint Staff, Pentagon; Command Force Health Protection Officer, Combined Forces Land Component Command, Camp Arifjan, Kuwait; Career Manager for Preventive Medicine and Behavioral Health Scientists at the Army Human Resources Command in Alexandria, Va.; Executive Assistant to the Army Deputy Surgeon General, Office of the Surgeon General, Falls Church, Va.; Chief of Field Operations Division, U.S. Army Center for Health Promotion and Preventive Medicine, Aberdeen Proving Ground, Md.; Preventive Medicine Instructor, Army Medical Department Center and School, Fort Sam Houston, Texas; Commander of the 155th Medical Detachment, XVIII Airborne Corps, Fort Bragg, N.C.; and Division Environmental Science Officer, 82nd Airborne Division, Fort Bragg, N.C.
Education
Lt. Col. (P) Silver graduated from the University of Texas, Health Science Center, Houston, Texas, with a Master of Public Health Degree. He also holds a Master of Science Degree in Environmental Science from the University of Texas at San Antonio, and a Bachelor of Science in Biology from Ohio Northern University. Lt. Col. (P) Silver received additional training from the Command and General Staff College in Fort Leavenworth, Kansas, and the Defense Acquisition University in Fort Belvoir, Va.
Professional Affiliations
Lt. Col. (P) Silver is a certified U.S. Army Acquisition Professional in Program Management (Level III) and certified by the Project Management Institute as a Project Management Professional. Lt. Col. (P) Silver is also a nationally registered Environmental Health Specialist through the National Environmental Health Association.
Awards
Lt. Col. (P) Silver's awards and decorations include the Defense Meritorious Service Medal, Army Meritorious Service Award with four Oak leaf Clusters; Army Commendation Medal with four Oak Leaf Clusters and Army Achievement Medal with one Oak Leaf Cluster. He also holds the Expert Field Medical Badge, Basic Parachutist Badge, Air Assault Badge and Joint Staff and Army Staff Identification Badges.
