Assistant Secretary of Defense for Health Affairs (ASD HA)

The Assistant Secretary of Defense for Health Affairs (ASD(HA)) is the principal advisor to the U.S. Secretary of Defense on all DoD health policies, programs and activities. The ASD(HA) reports to the Undersecretary of Defense (Personnel and Readiness), or USD(PR). The ASD(HA) is responsible for a number of organizations which directly affect the health care of service members and their dependents. These responsibilities are executed through several Senior Executive Service managers, including the Principal Deputy Assistant Secretary of Defense (Health Affairs) and the following Deputy Assistant Secretaries:

  • Force Health Protection & Readiness (FHP&R)
  • Clinical and Program Policy
  • Health Budgets and Financial Policy

Other special activities include the TRICARE Management Activity (TMA), which is a large health maintenance organization for service members; and the Uniformed Services University of Health Sciences (USUHS), which educates uniform physicians and other health professionals for the Army, Navy, Air Force and Public Health Service.

Defense Health Services System (DHSS)

Defense Health Services System (DHSS) incorporates products and functionality from the former Defense Medical Logistics Standard Support (DMLSS), Executive Information and Decision Support (EIDS) and the Resources Information Technology Program Office (RITPO). This merger capitalizes on best practices resulting in reduced time to market, economies of scale and improved product quality. DHSS is building or maintaining more than 30 products used throughout the MHS in clinical support, medical logistics and resources.

Medical Communications for Combat Casualty Care (MC4)

Medical Communications for Combat Casualty Care (MC4) integrates, fields and supports a comprehensive medical information system, enabling lifelong electronic medical records, streamlined medical logistics and enhanced situational awareness for Army tactical forces. In doing so, the MC4 Product Management Office (PMO) is providing the Army's solution to presidential and congressional objectives, set-forth by Title 10 in 1997, which called for a medical tracking system for all deployed Service members.

Strategic Planning, Enterprise Architecture and Requirements Division (SPEAR)

Strategic Planning, Enterprise Architecture and Requirements Division (SPEAR) is a division of the Office of Chief Information Officer (OCIO) within the Military Health System (MHS). SPEAR has three primary product lines - Strategic Planning, Enterprise Architecture and Requirements Design - as well as additional services such as the liaison with external Standards Development Organizations, Joint Capabilities Integration and Development System (JCIDS) and Business Capability Lifecycle (BCL) document preparation and Data Strategy & Management. SPEAR's mission is to enhance the quality of healthcare investment decision making within the MHS." SPEAR strives to make transparency in decision making by involving all stakeholders throughout the decision-making process.
